When I turn on the car and the fan starts ,straight away all the windows fog up immediately and take 10to15 mins to defog. Then need to leave a/c and recycle air buttons on or the windows will fog up completely in seconds.
Some times when driving with a/c and recycle the windows will start to suddenly fog up and if turn heat down to half (sometimes open windows)it starts to clear.
If leave fan off when starting the car windows do not seem to fog up as much, when the car is warm and turn the fan on windows don't fog up. Has only started to happen in the last couple of months, when a low intermittent banging type noise also started on the passenger foot well near the centre console. Have changed the cabin filter and cleaned the air filter just to see if it would help (car is due service in 2000km)and the air blowing from fan seems strong but issue remains. Tia for any ideas

I'm not familiar with the Scirocco AC system, but have some experience with other VWs. Is the sound you mention a rapid clicking/tapping sound? If so, that could well be a failing flap motor, most likely for the recirculation flap.
Does the AC still chill the air if you turn it to cold? Bear in mind the AC compressor is disabled when the ambient temperature falls close to zero. Unfortunately this means in very cold conditions, the AC will no longer dehumidify, even when shown as switched on
