Is this boot liner removable?

Is this boot liner removable?

Does anyone know if the plastic/rubber boot liner that is shown in the picture below is removable or if once it's fitted it's permanent?

As the spare wheel is underneath, it wouldn't be too clever if it wasn't would it? It's bendy enough to fold over one corner for removal.
