Check the connection from the battery to the starter motor and solenoid and the corresponding earths. It sounds as if the starter motor isn't getting enough current and as a consequence is stalling. If you feel confident, you can attach the jump pack directly across the starter motor to see if it will spin and confirm it's not jamming once it's engaged with the flywheel.
