2.0 tdi limp mode fault p0087

I have a 2.0 tdi with 22000 miles on the clock. It has been of the road for 18 months due to accident damage. It is now on the the road but has a fault when driving. It drives fine up to about 2000revs when the glow plug light comes on and it goes into limp mode. I have read the faults with VCDS and it has come up with (000135 - Fuel Rail/System Pressure
P0087 - 000 - Too Low - Intermittent - MIL ON). I have run the car with the computer plugged in and I dont think it is fuel pressure as it is very close to what is expected when the fault occurs.Which leads me to think it is an air flow problem .If I disconnect the MAF sensor it goes fine for about an hour then goes to limp mode . I have fitted a new turbo boost valve because I suspected the old one , and set up the new one using VCDS. I have also tried to adjust it slightly but it makes no difference. I have now spent a fair bit of time on it but no joy and want to get it sorted as it is a really great car to drive when it is going well. Any suggestions appreciated and thanks in advance. Paul
