Scirocco TDI particulate matter emissions?

Hi i'm from Malta and i'm currently looking to import a UK based TDI Scirocco (140Bhp 2009 model), I have encountered quite a problem as I can't seem to find the right amount of particulate matter this model emits.
The reason i'm trying to find the Particulate matter(g/KM) amount for this specific model is because the system our country's uses I suspect is missing some data and when I checked how much it would cost to register this model it came out at around 5000euros, please note 3000euros more than the 170 Bhp model which has slightly more CO2 g/km emissions .
I suspect the system currently being used by Transport Malta (Motoring department) has the wrong figures on the Particulate matter of this model.

This leads to the model I'm looking at to be listed as Euro 4, which I find weird as it has less CO2 g/kms than the 170 version.
Any help would be greatly appreciated to verify the numbers listed by the system.
